This is going on all over the country, but more so around cities. In the countryside, people tend to understand the value of animals that can reproduce.

Also, in the USA, people no longer "get" a used animal. Now it's referred to as "adopting" to a "forever home." Animals are super personified.
Yeah, here in the USA, "fixing" animals is all the rage. Basically, in the New York/New Jersey area, animal owners whose animals are not "fixed" are practically considered irresponsible. Basically all the dogs have been spayed or neutered, and the only puppies available outside a store are...

When you go to break up one of those fights, it might not go so well for you.
Fact is, she's started attacking. So now you don't really know...
There are some groups that take care of servicepeople's dogs while they're on active duty. I dont know how it works, but that's another possible solution. They'd need to know what's going on, though.
I'd be iffy about leaving a powerful dog who's suddenly being aggressive in my mom's care. Can you and your mom work out a plan to safely control her if she attacks again? Maybe your mom would appreciate having a pole with a loop on the end like dog catchers use.
