IMHO, those cheap aquarium heaters break pretty easily and probably not for outdoor use.
Another option is a bird bath heater or floating pond heater. Not as cheap but maybe more useful are external inline heaters.

You'll only need to heat less than half the year. If they happen to touch the heater, they won't touch it again. The first time you burned yourself on a stove, you quickly learned not to touch it again.
Depending on the size of the pool and if you have electric available, a bird bath or floating pond heater may work.
The ducks will keep some open for a while.
If the pool is buried in the ground it will help.
If there is no electric, it is up to the ducks.
