No pupil dilation, it is always pinprick and the sclera is just a foggy blue.. it doesnt move either

So this hen, very friendly and happy, has something wrong with her eye. The other one is fine and totally unaffected. She doesnt seem to see anything out of blind eye, when i wave food to that side she does not react. Is it infection? And can i fix it or is it permanent. Box shes in is also just...
