Yep, that's a cockerel. as an aside, a male chicken is a cockerel until he's a year old. Likewise, a female chicken is a pullet until she's a year old.

That would be best. Get a pic in really good lighting. I'm going to say, it looks male to me, but I can't see the saddle well enough to be certain. And if you have another rooster and he's dominant, it will take longer for a cockerel to mature and show his finery.

Can you get a better shot? I can't see the saddle area very well.
