I think it is likely male, but the comb is not large for that age for a Welsummer. Why? Because IF the silver were truly silver in the White Plymouth Rock vs. Welsummer red based rooster, that chick should be, I should think, far more red fawn, even chipmunk, from the Welsummer. That's a LOT...
