Yes and no. Sometimes only one gets it badly enough to show any real effects while the others have better immune systems, so they don't look sick. But that isn't a safe bet!! Have you de-wormed them? It sounds like she is low on energy, which could be from a lack of calories that worms would cause. It is a good precaution with your rescued hens anyway, so it might be worth doing regardless. -MTchick
