Sometimes at 3 weeks, you can pick out a sound similar to a honk when voices are changing but by 4-5 weeks it should be even more obvious.

I wouldn't keep up with the sugar water even hatcheries say when ducklings get to your home only offer sugar water when they first arrive.
just stick with save a chick and feed.
That’s great sounds like she just needed more time. I do rec you have Nutri drench or poultry cell in hand it is so good to help when one has a difficult hatch just to get them going. Thanks for updating and please keep us up to date on how they are with no pics of course.
Is she the last to hatch? and it was just this morning? she may just need some catch up time.

If you can give her a little sugar water. Maybe an 1/8 of a teaspoon in a cup. I’ve never used sugar but I’ve seen many on here rec. I use Nutri drench or poultry cell. Use warmish water for all of them sometimes cold can Send them into shock
Do you have any nutri drench or poultry cell? You could give her a couple drops. if she hatched this morning she isn't going to be hungry or thirsty since she is getting what she needs through the yolk she absorbed. I'd wait till later today though hatching is hard work for sure.
To me and of course not being there doesn't help but the duckling doesn't look like the head is overly small. Lets see how the pics are this afternoon. Since they are Calls everything about them is tiny anyway.
