They are ratios. If a picture is 2000 pixels wide and 1500 pixels tall, you divide both by 500 to get 4:3. If it is 1800 pixels wide and 1200 pixels tall, you divide by 600 to get 3:2.

You do understand that 4:3 is not square and is landscape even though you only think of 3:2 as being portrait.
