Those levels are fine. The all flock I use has 0.8% lysine and 0.41% methionine.
Companies aren't required to print the niacin content on the tag but are usually willing to say what it is if you contact them.
Check the lysine, methionine and if possible, the niacin levels.
There is the possibility that it could be genetic.
I feed 20% protein all flock with free choice oyster shell and have no issues with my hatches.
