Those levels are fine. The all flock I use has 0.8% lysine and 0.41% methionine. Companies aren't required to print the niacin content on the tag but are usually willing to say what it is if you contact them. -

Check the lysine, methionine and if possible, the niacin levels. There is the possibility that it could be genetic. I feed 20% protein all flock with free choice oyster shell and have no issues with my hatches. You may want to read the thread about FOS.
