From what I've read, tail feathers come in much earlier on pullets than cockerels...and the color of the comb/wattles is the biggest sign...larger and redder earlier on: cockerel. Smaller and beige/light pink until closer to laying age: pullet. Of course, there are always exceptions to the rule...

I'm no expert but looks like a pullet to me.
