    That is very common. Just chicken behavior. I recommend you look at these videos for a couple of ideas on how to build low-waste feeders. These only work with dry feed, but they work well. Given the number of birds you have, you'll need to build 2 or more.

    $17 is not unreasonable for a 40-50lb bag. One possible problem is waste. Chickens like to scatter their food when eating and pests might get in and eat some as well at night. What type of feeder are you using? Do you notice any significant amount of feed being scattered on the ground?
