One of the most common fungal infections on combs/wattles is Favus (it usually looks powdery) treatment it usually an anti-fungal cream like what's found in athletes foot cream.

It's really hard to tell what is going on.
Look up dry fowl pox and see if the photos looks similar to yours.
You can apply iodine on the scabs to help dry them up.
