Glad you were able to see the vet. Did she treat the bumblefoot? What breed is your rooster - is he a meat bird? 7kg? So he's 15.4 pounds?! Did the vet check to see if he's got fluid in the belly by any chance?

Can you take him to a vet? I agree it looks like he has Bumblefoot. It's hard to tell about the scales, but it won't hurt to slather some oil on the scales after you have soaked his feet. The whole leg being swollen like that, I would worry that infection has spread, so seeking vet care...
