I think that the black looking stuff on her breast bone and feet is mite feces. Of course at this time of the year she should be molting as well.
Check on feather mites, red mites, gray mites and scaly leg mites. Don't forget lice and stick tights.
Chickens peck at each other, at least healthy chickens pick at each other. There is a species of mites called depluming mites that live in the feather shafts or quills of chickens. These mites also infest the feather follicles causing great distress and making chickens pull their own plumage out.
