Sorry for the possible thread drift: Do you have a good link on how to keep quail that way? I tried some on the ground temporarily and it got gross fast. I was thinking about doing an aviary but I need to do more research on how to keep the ground from becoming nasty.

My guess would be that your m/f ratio is off or because they came from such a rough environment, they are just used to fighting. Maybe both. Sounds like the person you got them from shouldn't be breeding them, those poor birds.
I'm new to quail so I'm out of ideas but I'd guess you either they need more space (even though you're following "the book" there) or you have some mean birds. Were they adults when you got them? Did you see the rest of the stock?
Can you figure out if one is being the aggressor? Or it might be a few of them. I had one mean one chasing everyone and stressing them and when I took him out they all immediately calmed down. Do you have another cage where you could separate a few? Might help you isolate who is fighting.
