taking water out is not what would reduce your hum%.. You have to reduce the amount/area of water exposed.. a fan would not reduce your hum% either.. I highly doubt that you have 100% humidity.. especially if you cannot get your temp higher..

You HAVE to know somebody close with a tried and true incubator.. keep building yours, but keep looking for a friend or at this point, even an enemy, with a good incubator..
