Thank you for the recommendation! The problem has long since resolved and the female quail are now fine, but I will definitely keep the clear cutting board idea in mind for the future. :)
They have the cardboard barrier so that they can be in different spaces, but they are only calm when they can't see each other. As soon as one sees the other, they start getting mad.

Thank you for the advice! I will look for boxes and see what I can do. They are extremely skittish, especially around humans. Also, they spend a lot of time hitting their beaks against the side of the cage as they pace the wall, trying to escape.
