    Hens don't have heat cycles. But since it's spring everyone should either have resumed laying or may be starting up laying, and that can cause some squabbling. Generally when my hens are nosiest are when they're arguing over a nest box.

    Are the chickens legal? Or is the main concern that there's a noise ordinance? If some of the neighbors are bothered by the noise, maybe bribe them with some eggs so they look at the flock more favorably?

    Maybe they're just a chatty bunch? Some birds are just more talkative.

    Can you leave feed in the coop for them, so they're not asking for it first thing in the morning? Also it sounds like you've inadvertently trained them to get your attention - they make noise, you feed them. More noise, you come out. As long as noise = they get some attention, they'll keep on...
