Reasons are I don't want my ducks to be too confined in a pen if they are not content. I want to get an egg layer breed that is also ok to handle and be around kids (no pecking!) So, sort of, half layer, half pet. I have a 9 year old, 5 year old, and baby on the way so i'm not sure if I could...

Yeah, I was def thinking the kiddie pool idea for ducks. I only want to start with 3 chickens or ducks. I want to learn that I can handle them first before I get more.
No, not both, I'm trying to decide whether to get ducks or chickens...and yes, for now they will stay in the enclosure, unless they will stay close if I supervised them...and go back in the pen afterwards.
Also I want them for eggs/pets (couldn't kill one after I name it)
