blister under scales

I have scoured the web and mercks manual. I am stumped.

White rock pullet. 7 weeks old.
Raised in large, clean indoor brooder with 2 others. Go outside in covered coop most days weather permitting. In brooder at night. All healthy and acting like baby chickens.

Started with slightly swollen area and damaged scale (area where labeled popped blister in photo). Like she hit it on something? Fine for about a week and looked like getting slightly better.

The morning of the photo it was a clear fluid filed blister. Sprayed with vetricyn. Let out into coop for day. It popped sometime that day.
Took the photo before I cleaned out out.
Gave her an epsom foot soak to clean. Washed with vetricyn. Applied antibiotic gel.
The scale was pulling off and skin under was a little raw.
Next morning area was still clean so I just cleaned with vetricyn and applied antibiotic ointment. Covering a large area around the injury both times.

The blister above the popped one was still there same as the day before.
There is no noticeable heat difference in the 2 feet.

Day 2. Let them all out into the run all day. Her foot looked the same as the night before. She got it all dirty and it took a longer soak and cleaning to get all the dirty out. Sprayed and covered with ointment again.

So far it is not effecting her activity.

Day 13.
A couple of days ago I noticed a spot on the other foot in the exact same spot. Started treating it too. The blister did not get as big... Yet. Still getting around same as usual.

Anyone seen this before and advice?
