I'm a new duck owner and I have three pekins that are going on four months.
So when I am "playing" with them (nothing rough just my hand on their bill or head) they make these almost laughing noises like huh huh huh huh huh huh kind of, I would just like to know if that means there happy or excited or if it's something else?
I've also noticed they make the same type of sound when they find bugs or grass.

Thanks for the help.

I haven't had ducks (yet) but if they are making the same sound when you play with them as they do when they find bugs, I guess I'd say they are happy. You can check in with the duck experts over on the duck forum:

Have fun!

Welcome to BYC. Glad you decided to join our flock. Definitely post on our Duck link that NorthFlChick left with you and take advantage of our duck experts there. Please feel free to ask any questions you may have. We are here to help in any way we can. Cheers.

Well if they don't run from your or peck you, I would guess they like it. As others have said you can post on the "Duck thread." Welcome to Backyard chickens(and ducks)
