This lemon orpington cockerel was the runt in our flock. He's caught up in size, but is the only one without any feathers on his bottom. Is this normal?

This lemon orpington cockerel was the runt in our flock. He's caught up in size, but is the only one without any feathers on his bottom. Is this normal?
He's being feather picked by other members of the flock. Also, check him for mites/lice. The skin looks good, not irritated. I would suspect feather picking.
