Help with humidity

Just created a home made incubator. Temperature is perfect but can't get the humidity to go past 40%. Tried a big pan of water in the bottom, sponges, you name it. It is a fish tank with a grated top which we covered most of it. Not using a fan, do I need to? Can you mist the sides of the tank like you would do with a reptile's tank and not get any water on the eggs? I did that in the past with pet lizards and the humidity shot up.
 
can you hang a rag along the side and into a little long dish of water so it keeps sucking up? just beware drowing chicks when they hatch, fill with clean steril rocks or marbles... you can spray but that dont last long
 
OK. I have also read conflicting info on proper humidity. If I can maintain 45% for the 18 days I just don"t know about how to raise it. up so much for the last 3 days and maintain it. I'll try the rag. I also put wood chips on the bottom and it helps. Is this ok?
 
My notes https://www.backyardchickens.com/a/hatching-eggs-101 I do dry incubation methods.... please read and there is a note if you are high altitude.... what I can tell you is that you will want to avoid ANY type of bacteria in that bator and wood chips may harbor mold after a day or two..... check out my notes, see if they make sense to you!
