turkey won't stop setting!

My turkey hen won't stop setting!! It has been 3 months now.
She'll lay on top of the chickens to make them move and give up eggs. I've tried locking her out of the laying area, then she paces back and forth and she whimpers. I've put her in a crate overnight. Nothing. I put ice in a zip bag and put it under her. She kicked it out!! She won't eat...
