1.5 week old chicks

I bought 4 BO chicks at the Schagicoke Swap and was told all female. All eat play and poop well. I noticed 3 of them have developed very filled out wing feathers and starting cute butt feathers about a 1/4 inch long. The 1 chick still looks the same way we bought her but has grown the same size as the others. PLEASE tell me I I do not have a possible Roo. I think I read on here that they develope later with their feathers. Is this true? Cannot have a Roo neighbors will be mad! Thaks for any info
