10 mos old male missing crown feathers

I got my first peafowl last Fall; two male IB's. They are very bonded and seem to get along just fine but they emerged from their shed one morning a couple of weeks ago and one of them was missing all of his crown feathers (the ones on top of his head if I am using the wrong terminology!). I have to assume that the other male pulled them out but why? Will they re-grow? He looks kind of strange without them. Otherwise, I don't see any evidence of any other feathers being pulled out and I haven't witnessed one or the other actually doing it. I am stumped!

And I believe those top feathers are called a crest.
