Could be, but if so the leg color is wrong in both the original chick and your picture. The legs should be yellow in partridge rocks, not black or slate. Maybe the small pullet's legs will lighten later on, maybe the dark legs just mean it is hatchery quality, or maybe it is something else. Time will tell!
