my chicks are 12 to 13 weeks old now do i start them on chicken scratch or laying scratch any suggestions out there

Chicken scratch is only 8% protein, and isn't used as feed, but as a treat. They should be on 20 % protein chick starter/grower until they are close to laying (anywhere from 16-20 weeks depending on the breed.) Then start them on layer feed which is 16% and has 3 times the calcium. Some choose to keep them on an "all flock" feed with 20% protein and add crushed oyster shell or egg shells in a pan for the extra calcium.
