15 day chicks in TN. Are they ready to pasture?

I’m in southern middle TN, nights shouldn’t get below 60 anymore. Are these birds ready to be tractored? The only spots I don’t see full feathers are on their heads and under their wings. I figured that when they settle down at night they will have full coverage with their current condition.
