15 week old Rhode Island Red rooster?

This is one of three RIR that I have. It is very red compared to the other two, and seems to be developing a comb. Is it a rooster or too soon to tell?
 
It looks like a Production Red pullet to me.

If it was a male it would have had a comb like that by 8 weeks, like in my avatar. It would also have very dark hackles.

That's the only other picture I have, does it help? Why is she so much darker than the others?

I think O'Shay explains it best like this: Production Reds are a cross between New Hampshire (light) and Rhode Island Reds (dark). They can be either shade or somewhere in between. My Red hen is that same color. Look at the wings and body, they are all the same color (slightly darker on the neck is normal). A male should be more colorful and upright.
