15 Weeks Old Still Can’t Tell Hens or Roos

Could someone please help me with sexing these three? They’re 15 weeks today and even though I’m thinking 2 are cockerels I’m still not sure and no one is crowing.

I see male saddle feathers one picture eleven, maybe its just the lighting?
The feathers there do seem a little more pointed, so it may be a cockerel. I'm not sure why it still has so much fluff at 15 weeks, either. OP, are you sure they are 15 weeks? Was there a typo?
 
I really think they are pullets. I think the bird in picture 11 just has strange feathering on it's lower back.

My reasons for thinking they are pullets are first of all the lack of male specific feathering, which should be evident by 15 weeks. Also the combs are pretty small. Yes, they have some color, but that is not too surprising in females of that age.
 
Thank you so much. I posted it on a group in Facebook and I got mostly Roos from them but I did think I had at least a couple of pullets. Not sure if this is accurate for Ameruacana but when they were a day or so old two of them had 2 rows of wing feathers and the third one only had 1
