18 week cockerel not crowing??

all my other roosters have crowed around 12-14 weeks. Not complaining, but is it normal for him to be almost 19weeks without so much as a try??

Sometimes, the less dominant cockerels just don't crow very much. It may be developmental, but it's also likely that the testosterone of all his brothers is suppressing his own natural urges.

Oh, this is all the same little guy... just couldn’t get a good view... he has 7 hens with him... separate coop I have a 6 month and he doesn’t really crow as loud as my previous rooster does. I’m not complaining!!
 
I have a 18 week old EE boy that does not crow or mate with the girls. I'm not complaining but I find it weird. He is the only boy around and he just doesn't seem interested in acting like one. The only reason I say he is a boy is the saddle feather and the sickle feathers he has. Picture is a couple weeks old.
