19 week old chicken. Hen or Rooster?

I have a leghorn that hasn’t started laying yet and want to know if it might be a possible rooster? We got her and another leghorn from the pullet bins at TS and the other leghorn has a huge comb and waddles and started laying last week. This one still has smaller comb and waddles and hasn’t showed signs of wanting to lay yet. I keep getting mixed responses on the sex so I really wanna know what she/he is!!
