2 broody hens laying on 6 eggs (is this normal?)

Awww they're buddies! Thats sweet and can happen! I had that just this past month, some broodies will even allow a layer in the box So she can add more to her clutch!
 
Is pretty common to have more than one hen go broody at once, but you should set one hen up with the eggs in a separate box where she is undisturbed for the next 21 days. If you do this in the nest boxes where she is contantly being disrupted by other hens laying fresh eggs under you will end up with a stagered batch (chicks due to hatch in a running series of days)
You want to start the eggs at the same time so they hatch at the same time.
Set her up in a broody box, she will like dark, safe and quiet. Make sure she has fresh water and food on the exterior of the box. She will come out once a day to eat drink and deficate. Dont disturb her for the 21 days. By day 23 she will leave the eggs that havent hatched and have the chicks out in the pen where you have supplied chick starter and a chick feeder and maybe some fresh grass. Your hen who looks like a standard sized barred rock should have room to set up to 8-10 eggs. Since you have two hens, you could end up with quite a few chicks.

I locked them up separately because the last time i moved my hen to a box in another location she didn’t want to sit on them and then when i put her back to her old location she sat on them
