2 roos for 15 hens

I know y'all probably get tired of the hen to roo ratio question, so sorry in advance. My friend has 15 hens and 2 roos, but the hens seem rather beat up - bare backs, etc. Should they go down to 1 roo - can 1 roo take care of fertilizing eggs for 15 hens?

The ratio is 8 to 10 hens per roo. I would go down a roo (or add a few hens) for the sake of the hens if their getting their backs torn up or buy some saddles for them to protect their backs.
