2 roosters and fertility problems

This is normal rooster behavior -- the both want all the hens and don't want to tolerate a rival mating them.

You're fortunate it hasn't yet escalated into fighting.

You might look into separating the roosters with their own hens.

Check the eggs you are eating- if they are fertilized, then more than likely these eggs are too.

I am a bit confused, are these your first eggs? Because pullet eggs really do not hatch well, they just are not big enough.

Maybe you don't eat your eggs?
