In the Brooder

1) Prairie blue bell egger almost 3 weeks old got her from rural king 3 weeks ago, fresh off the truck. She is not growing like the rest of the brood and still is about the size and weight of a 5 day old chick, very small not much development or growth.
2) She pretty much just stands under the heat lamp falling asleep, she will move when she gets too hot (I assume as I've seen her in other places) I do see her peck around and eating however she doesn't seem to drink a lot or maybe I just miss it as the other chicks are quite lively and normal. whenever I let them out of the brooder to let them run and explore (I babysit them and make sure the room isn't too cold when I let them out and they still have access to their heat lamp when out of the brooder). When she is out of the brooder she does eat and peck at the ground and wander around trying to follow the others and acts somewhat normal but after a few min she will be standing under the heat lamp falling asleep while standing. She does seem a bit wobbly and up until yesterday she would fall over when trying to scratch her head. Always keeping her vent clean as we are worried shell get pasty butt she usually has poop stuck to her at all times well aside from when we clean her, it is kind of a daily thing. I gave also noticed her crop seems to be puffy and always full, doesn't feel squishy and there isn't any foul odor and it doesn't seem overly hard either.
3) she has been has been like this since the day we got her, I didn't pick her out so I don't know if she was like this at Rural King, my boyfriend is the one who chose her, I was looking at other chicks to pick the ones that were healthy looking) I assume she seemed fine when he saw her as he also knows what to look for when selecting chicks). thought she just liked to sleep for the first week or so before we suspected something was actually wrong (we are new to chicken raising and the first 4 never had any issues this batch is the first one we have seen anything like this).
4) The other 7 chicks we got with her are normal and frolicking as babies do.
5) Don't see any bleeding etc or other signs of trauma.

7) We have been feeding medicated starter/grower feed and electrolyte water which we will switch as they age and offer plain water as well.
8) Her poop is white at least when it gets stuck to her down maybe a bit runny, though last night she did have a normal looking poo.
9) So far we have been giving her a little sugar water and added a bit of apple cider vinegar to their water. As well as keeping her vent clean.
10 ) I would love to treat her myself if possible. I don't want to take her to the vet unless absolutely necessary as I worry shell get chilled in the car on the way to the vet and I don't want to stress her out as it's often loud with lots of barking etc.
12) we use wood shavings as bedding in the brooder have a heat lamp, it is a bit small (but I make sure they get plenty of time out of it to run around and play multiple times a day for a few hrs at a time all supervised of course, I would give them the whole room, but it's carpet and I don't want them to eat it) but we will be moving them to a larger brooder once they cant get through the bars of the kennel (have a massive dog kennel we bought for them and are chick proofing).
