2 wk pic & 8 wk pic BREED thoughts?

HOLA from Mexico.
This is my very first flock. I'm from the USA but living full-time in MX. The language barrier has left me in a conundrum. Please give thoughts on possible breed and gender. I was convinced that it was a Barred Rock Roo from research when I became their new Chicken Mom. Now, I'm not so sure...It's a bit skiddish, growth is same as or below average size of other breeds in my flock. Doesn't exhibit Roo behavior. I don't see wattle development. What say you?
