20 week old runt w/ no waddles??

Hey all! Hoping everyone and their chickens are safe!! We lost 2 chicks recently so we are in the grieving process. but that's besides the point. Tonight we need some help with our original runt. She has always been small. Here we are at 20 weeks and she has no comb and no waddles!! what could this mean?? The rest of our flock have red waddles and combs and have started to lay. Any help would be appreciated!!!! Pic attached!

Are all the birds the same breed?
Because she is a 'runt' she may be developing slower than her hatch mates.
Average onset of lay for most breeds is 18-28 weeks.
Time of year, diet, and overall health can effect that timing.
