27 week old pullet not laying yet?

I have 4 pullets that I bought when they were 17 weeks old. They are now 27 weeks old and I have been getting 3 eggs a day consistantly. I suspected that one wasn't laying so I checked their vents and found one who's vent was different looking than the others. This one's vent was smaller and puckered all around. My question is; do you think she will ever lay? Could she just be a late bloomer? Are ther some pullets that never lay?

I have not idea if she will lay, time will tell. Some take a while and some never do never lay. The ones that never lay are rare.
