28 week Lavender Orpington Roo or Not?

I can’t believe I’m still wondering. I got 4 lavender orpingtons and only 1 started laying around 25 weeks. Now they are all 28 weeks. One of them I’m starting to suspect is a late blooming rooster even though it’s not crowing. The feathers on the neck are suspect. Take a look at my picturs. It’s the one with the black beak. What do you think?
