2nd Help! Is this normal? Crusty feathers on newborn chick?

I need help a 2nd time today. I posted earlier and most of the membrane is gone. BUT, he is still not up and walking around. He is chirping, but his feathers feel crusty (I finally decided to open the incubator very quickly and feel him). Do I give him a warm bath and dry on low with hair dryer? Do I give him Nutri Drench, if so how much? He is still in the incubator, just hatched this morning.

Posted earlier - He seems to be wrapped up in this membrane. It is attached to his head and wrapped around a foot. Do I just wait or do I need to intervene? He chirps every few minutes.View attachment 1705773

You can give him a (slightly) warm bath and blow dry gently to get him "uncrusted"...he likely won't fluff up normally, otherwise. Sounds like he may be very tired from his hatching ordeal.
