3 week old chick bleeding from vent area...appears skin is hanging out

Our first batch of chickens ever has been delayed going out 24/7 because of the wet cold weather in the NE. The biggest chicks were being put out during the day and brought in at night. Yesterday everyone had to stay in due to the weather. This morning one chick is bleeding from the vent area with a piece of skin or something hanging out. I think I know what needs to occur here but is there anything I can do to help her.

I isolated a few chicks that have blood on them that I am going to try to clean off so they do not get pecked. The chicks are going out today 24/7.
 
Oh. I thought this post did not go. After cleaning up the chick the 'tissue' was congealed blood and feather. Thank goodness. Chick is fine and complaining to go back w her buddies. There was a pretty deep cut and I washed it out and put neosporin on it. Thanks for the response. I will read the link.
 
Glad you chick is doing better. :) if he has a cut be careful putting him back with the other chicks until it has healed. They tend to peck at things like that and make it worse.
 
Thanks. He is unhappily in isolation right now. It will be a few days before he can go back with the others. I put his box near the brooder so he knows they are around.
 
The chick has recovered 100%. He is in with the egg layers but is getting too big and will be out with the other broilers once I have to move their pen.
