3 week old dead quail and odd behavior.

I'm in the state. We just went through a cold snap (low of 25) but it's up to 50 now. What temp do you recommend for them at this age?

I'm not sure if you're in the state of Georgia or the country. In Georgia, USA, with them being 3 weeks old, unless you're keeping them outside, they probably don't need the heat lamp anymore. Georgia the country, it's probably a bit colder so may still need the heat.
I should have specified. They're in a building with no heat so it stays a few degrees above outside temp.
 
I have 12 quail who will be 3 weeks tomorrow. I've lost 2 in the last week, the second being this morning. The first was very small, I assumed it was trampled, but the second seemed healthy. I switched them to a cage instead of the plastic tote and did a full bedding, food and water change. I'm noticing this weird behavior where they will shake their head and back up.
Is this normal? I don't want to lose them. I have the heat lamp at a height that gives them an 80 degree surface temp below and they now have more room. These are my first quail and I've heard they can be fickle...
Any advice will be helpful.

Well I just found another dead. I looked, everyone seemed fine, 5 minutes later, one was dead. This one had weird looking wings and wasn't feathering out as well as the others. I'm really hoping it was just not able to thrive. I've done I'll I can I guess. Temp, bedding, cage size, water, food... I just can't think of any other variables. They were all hatched by me. They look parasite free...

Here's the one that died and my setup. Along with a few of them eating. The cage has no walls so I have a towel covering one side. I have a laser surface temp reader that's showing 75-80 under the lamp. My phone is dying so I can get better photos in a few minutes after it charges😆

They don't look over crowded or anything.

Did you by any chance open a new bag of feed right before this started? Or did you perhaps get to the bottom of a bag of feed? Are there any signs of moisture in the feed?

No. Same feed. Fingers crossed its just the last of the weakings. Should I put some chick electrolytes in their water? I'm not sure the rule with quail chicks.

So I have an 8x8x6 freshly built quail coop ready for them. I was going to wait until 6 weeks to put them out because it's wintertime here in North GA... what if I put them out now with the lamp? I also have a small brooder plate I could use. Bad idea? The lows at night range from 45 to 20. I appreciate your time responding to me!

I would wait until they're 6 weeks old. They will be fully feathered then.
