3 week old Sultan - is getting adult feathers?

My mom's 3 week old Sultan is getting it's adult feathers and looks really weird. Is this normal?

She's concerned that there may be something wrong...

Don't know anything about Sultans, but it looks like my chicks (RIRs, Wyandotte, Delaware) looked at 3 weeks, scraggly, draggly, messy looking. At 4 weeks, they are beginning to look a little more groomed...
