3 weeks old still no feathers

my daughter rescued this BSL from the local grange almost 3 weeks ago. She had no down and was on the verge of death. She's thriving now, even has been asserting herself against one of the 5 week old BR who has self claimed dominant status the past couple of days.

Anyways my question is will she ever get feathers in the naked areas of her neck, do you think?

ETA.. There are no signs of any feather shafts in that area either.

Usually males feather slower. But chickens bodys aint all covered with feather but the feathers fills in the naked looking spots

Often times the fluff will fall out before the feathers grow in. No worries .

Thanks guys. Being a new chick mama who is still warming up to chickens, it's been kinda freaking me out a bit. Good to know though!

I have 11 New Jersey Black Giants one of which is suppose to be a Rooster. All are feathering up very well saving one. Still has it's down and starting flight feathers. Plus he is larger than the others.????? The Rooster .....??????
