3 wk old bantam cochin wings

This is my first time with cochins...I have 2 that are bantams. My mille fleur wings look really strange. Have yall ever seen anything like this? Is this a birth defect or what?

I have one Australorp baby that is runt- grows slower and feathering slower. Its nothing to worry about
