4-5 week old chick is bald

This is my only chick . Stays with hen. Eating well( chick starter. ) no heat lamp is used. ( in Central FL) all 9 flock members have great feathers currently some normal molting. No one is picking. Skin looks healthy. Mom and baby stay in coop other 8 adults free range until 7pm. Mom and baby nest off the ground in a nesting box every night. This was the only egg to hatch to this 1st time hen. Breed is Jersey Giant. This chick never had a fluffy look, I assumed it would grow in . Any ideas?

I wonder if it has naked neck genes
I would really doubt it, however maybe not impossible? My flock is isolated. I received my mature flock from an isolated flock of multiple generations she had bred for years.
 
Maybe a little bit of inbreeding has occurred.

The chick seems to be stunted as well as bald.
