4 week old chick is acting "off"

One of my chicks (the one that had issues since hatching) always seems poofed up and carries her head close into her neck. She eats, drinks, poops, and seems okay in every other way. She is more quiet than the rest, though (not quite as energetic). She is also staying smaller in size. Does she sound like she is just a runt or is something wrong with her?

When she hatched, she had her eyes closed until I washed her face, then she was able to keep them opened. She then had issues with her wings sticking out funny as her first feathers started coming in. Now, in the past 2 weeks, I have noticed she stays poofed up a lot and with her head sucked into her neck.

So, any ideas?

Failure to thrive can be difficult. I'd give her some vitamins, just no iron. Hopeuflly someone can offer more help.

Would it happen to look anything like this?

This is a dwarf chick, a few people of BYC have hatched them out. They don't tend to do very well and usually need to be culled.
