4 week old eggs

I have 7 eggs that should have hatched last weekend. Do I assume these eggs are bad and get rid of them. Wasn't sure what the time frame is for hatching eggs. I know it's 21 days but is it 21+ or just 21? Thanks for your help!

For an incubator it's 21. For my broody hens it was 20. I'm sure it can be give or take a day or two, but not 7. You could try candling.
